The resolution
Resolved: The United States federal government should establish national health insurance in the United States.

The most important thing about this resolution

There are no planks and there is no "substantially."

Compare it to almost any recent topic. There is no enumerated list of sub-areas the affirmative must choose from, and no quantitative threshold the plan must clear. The resolution is a single unqualified sentence.

That does two things. It makes the affirmative ground enormous, since any mechanism that plausibly counts as establishing national health insurance is available. And it makes topicality the central negative strategy of the year, because without planks or a threshold, the only limit on the topic is the meaning of the words themselves.

The statutory topicality argument

The strongest limiting interpretation is not a dictionary definition. It is a federal statutory one.

Federal law defines health insurance coverage as benefits consisting of medical care offered by a health insurance issuer, and defines a health insurance issuer as an insurance company or organisation licensed to engage in the business of insurance in a State and subject to State insurance regulation.

The argument: a federal agency directly providing medical care, on the model of the Veterans Health Administration, is not a State-licensed insurance issuer, and therefore does not offer health insurance within the statutory meaning.
